At first it appears to be an Cloak of Charisma! Wait, no... it's the off-brand model, the Cloak of Mediocre Charisma.
This cloak grants the wearer an enhancement bonus to Charisma of +2, +4, or +6, but only to a maximum ability score of 10. As a result it's only used to cancel out a penalty. On the other hand, it's cheaper...
Prerequisites: Craft Wondrous Item, eagle's splendor.
Cost to Create: 1000 gp (+2) and 80 EXP and 2 days, 4000 gp (+4) and 160 EXP and 8 days, 8000 gp (+6) and 320 EXP and 16 days.
