This is a standard action that is not a part of the attack option. As such, feats that otherwise affect the attack option do not affect this type of attack. It is worded to mimic the attack option though.
On a critical hit, spellstrained levels are increased as well since it is a part of the attack option.
The BAB of 13 required makes it so that 3/4 BAB classes can take it as an 18th level feat.
