Arrow of White Bloom

As part of the casting of this spell, you draw back a projectile in attack. Clear slivers of frost accrete onto the arrow's surface, coating it in sharp, clear cold and blooming hoarfrost. Upon releasing the arrow, you deal 1d6 points of additional cold damage per caster level to the target struck. The arrow so imbued has a 70% chance to pierce through effects such as a wind wall and other spells that deflect ranged attacks, and characters capable of deflecting arrows must make a Reflex save at a -5 penalty to be allowed to deflect or catch this shot.

If the arrow pierces its target, its movement speeds are reduced by 10 feet and it becomes unable to run. It also 1d4 points of Dexterity damage (Fortitude half) on top of the extra cold damage, as the magically imbued frost that coats the arrow expands in razorsharp flowers throughout the wound. At the start of every subsequent turn, it takes 2d6 extra damage that is both piercing and cold (no save), and incurs 1d4 more points of Dexterity damage (Fortitude half). This effect continues until the arrow is removed from the creature, or until its Dexterity is decreased to 0, at which point the creature becomes completely encased in ice and must make a Fortitude save every round or die. Creatures that are immune to cold are also immune to the Dexterity damage that this spell causes.

Removing the arrow of white bloom from its target requires a DC 20 Strength check and can be done by the target or any other creature(s). Removing the arrow deals 1d6 points of damage per 2 caster levels to the target that is both piercing and cold, and render the arrow's magic inert. A successful dispelling, break enchantment or greater restoration will also stop the effect, as will dealing more than 20 points of fire damage to the arrow. If the fire effect does not also target the afflicted creature, it takes half of the fire damage done to the arrow.
