It may be raining, but I can see clear night skies above.

No matter what atmospheric conditions exist, you observe the sky as if it was a clear sky at either day or night (it need not be the actual current time). For example you may spot a dragon hidden among the clouds way above. It only affects the sky, so a daytime sky will not illuminate the ground or creatures within it if the time is actually night. Choose if you want day or night time sky and at what time when you cast this spell.

You can make a DC 15 Profession Astronomer check to determine which direction is north when able to see the night sky. If you are a Time Mage you can use this spell to use your Astronomer class feature, and a DC 15 Profession Astronomer allows you to determine your exact location on a map.
