This cloak lined with cheap knockoffs of exotic gems grants the wearer a +1 enchantment bonus to Appraise, Bluff, Diplomacy, Forgery, Intimidate, Search, and Sleight of Hand checks, but also bestows a −1 enchantment penalty to Disguise, Hide, Swim, and Tumble checks.
Twice per day, the wearer can cast suggestion as a full-round action; casting the spell in this way involves speaking to the subject (thus, it must be able to hear and understand the wearer) and compels it to give the wearer 20 gp × the result of a Diplomacy check rolled as part of the full-round action. Alternatively, once per day, the wearer can cast charm person as a full-round action, rolling a Diplomacy check as he does so; the DC to resist the charm person effect is equal to the Diplomacy check result. This consumes both uses of the previous ability.
