You summon a short lived blue flame, which explodes and scorches the area. All creatures in the area take 1d6 fire damage per caster level (maximum of 15d6), with a [[Reflex]] save allowed for half. Additionally all creatures within or adjacent to the area take 1 fire damage per caster level, with no saves allowed. All creatures who fail their [[Reflex]] save catch on fire, taking 3d6 points of fire damage each round until the flames are extinguished

As you cast this spell, you may make a ranged touch attack against one creature in the area. If you hit, that creature is not allowed a [[Reflex]] save to reduce damage.
