Design a contract stating things that different signatories must or must not do. Then, any number of creatures may sign the contract in different regions, indicating which part of the contract they agree to follow.

If a creature breaks the contract, it is [[SRD:Stunned|stunned]] for 1d4+1 rounds, and then wracked with guilt for 1d6 weeks, getting a -3 penalty to Will saves and Bluff checks. In addition, all other signatories of the contract receive a mental ping indicating that this signatory has broken the contract. The contract can no longer have any affect on that creature, but other signatories are still affected.

If the contract is destroyed (by burning the paper it is written on or some other method), the creature who destroyed the contract takes 2d6 points of Charisma damage and 3d6 points of negative or positive energy damage (whichever is more harmful), and no signatories of the contract are bound by it any longer. Those creatures become aware that the contract has been destroyed.
