Curse of Cacophonous Chorus

The lich groaned as the barking began again. No one else knew his pain, and he hadn't slept for days. Dogs. Why were there so many dogs...

You curse the target to be hounded by a loud annoying sound which is constantly behind them, such as barking dogs, sirens, air horns, and more. Only the target hears it, and it can never cause actual damage, but it is very disruptive to any act which requires concentration. The target takes a -20 penalty on Concentration checks and on Listen checks, and they suffer from a 15% chance any time they speak they mess up and are unable to hear their own thoughts due to the noise. This effects spells with verbal components.

Sleeping is also difficult. They must succeed on a DC 15 Concentration check whenever they go to sleep, or fail to obtain any benefits of rest and become fatigued (or exhausted if already fatigued). Forced sleep (such as through spells) gives a +10 bonus to your check.
