Originally intended to be a non-personal form of the "Updraft" spell, it worked in throwing the subject up. It was coming down that was the problem.
This spell is projected on any surface large enough to support it. Creatures in the area of effect must make a Reflex save or be projected 10 ft into the air per caster level (maximum 200 ft). This deals no damage on its own, but may deal falling damage. If they hit an obstruction such as a roof on the way up, they take falling damage for the distance traveled and then fall down (possibly taking more falling damage). Creatures must make a DC 10 Balance check to avoid falling prone when they come down. In theory, a creature which readies an action can grab onto something mid-flight and cease their journey early, with no damage.
You could project this spell on a non-horizontal surface. It launches the creature as normal horizontally instead of vertically.
Creatures not in contact with the surface are immune to this spell, and creatures which fly can avoid falling down.
If cast on sand, dust, loose soil, or some similar granular surface, it blows up a cloud of debris which provides concealment in the area for 1 round as if it were obscuring mist.
