The heavy metal shield is engraved with an omnious looking eye which fills you with a sense of dread.
A +1 steel heavy shield with an eyeball engraving upon it, anyone who attacks you and does not avert their gaze while doing so begins to build up a curse that inflicts a -1 penalty to attack, saves, ability checks, and skill checks. This curse is cumulative, up to a -4 penalty.
The curse vanishes on its own at a rate of 1 each round not spent attacking the wielder of this shield. However ignoring you may also be to their peril, as you can present the shield as a standard action to a creature within 30 ft who has not attacked you in the last round and duplicate the full effects of bestow curse (DC 10 + 1/2 HD + your highest mental ability modifier). Unlike the spell this only lasts until the cursed creature attacks you.
Remove curse removes curses from this shield. Unfortunately the shield itself is also cursed, and its wielder suffers from a -1 penalty to all d20 rolls as long as they wield it. This penalty does not stack with any other curse-type effect.
Prerequisites: Craft Magic Arms and Armor, bestow curse.
