It's a slotless item of skill boosting +X. These are good, if basic, so neutral.
I think you did a mass rating of Sulacu's items and missed that this was not quite one of the type you describe. Also, I think some of those items only pretend to be slotless, while really taking up important things like hands. --Foxwarrior (talk) 08:42, 12 January 2013 (UTC)
