Problematic Mechanics[edit]

Okay, so, you take speed penalties as if wearing heavy armor, which for most Medium creatures, reduces you to 20 feet. If you're already wearing heavy armor, you're already reduced, so hey, free Moderate feat and dwarven stability, which itself it worth a Moderate feat (not a great one, but it certainly is better than a Low feat) and its free here. But wait, there's more! So, for a dwarf that isn't slowed down by heavy armor, they just get a Moderate feat and even more stability that stacks with their stability? This flaw just doesn't work at all. Switching it to "under a heavy load" might be a start, which gives you a set +1 Max Dex bonus limit to AC, –6 check penalty, reduces your speed and reduces your run speed to ×3. Something to think about. The medium carrying capacity might also be something to look at, but then if you're carrying a medium load, you're not additionally penalized. Fair. Made some changes, stability removed, and now dwarves suffer to (if less). I'm less concerned about it stacking effortlessly with heavier armors, since that comes with other smaller penalties like armor check penalties and inability to tumble, so it's not entirely a free lunch.
