It's a fun item for sure, but as written it seems troublesome to make good use of even if circumstances align perfectly.

I will assume that the dagger does not require additional time to travel to its intended target regardless of distance beyond the time it takes to perform the standard action. In that case, you need to be able to pinpoint your target, which may very well be on another continent across a few oceans, with a margin for error of no less than 50 feet. If you can guarantee the target's whereabouts so precisely, then you're probably scrying on him to begin with. On top of everything, you need to know the location, which probably requires having been there. That would generally put a bit of a damper on the intercontinental part of this thing.

Also, do buildings break line of effect? If so, he would need to be outside for it to work.

Finally, after all that, you're spending 10k to do a dagger worth of damage as a standard action, which won't kill anyone outright unless they are a simple commoner. Since you cannot manually control the dagger's flight path, it doesn't sound like something like Sneak Attack would apply, either. Sure, you can keep using the dagger over and over again, but that would destroy this thing's best feature, which is that it's a discreet way of killing that can't be traced back to you. You'd need to add expensive weapon qualities for this to be even remotely useful, I feel.
