This is pretty cool but I struggle with the idea that it should be a scaling (+1) enhancement cost, versus just a flat +GP cost to create. Since at the end of the day it's just the equivalent of a scroll that you still need to pay for. It's not helping you cast the spell or anything as far as I can tell, it still follows all the scroll rules, like needing to use UMD or having the spell on your spell list.
