This is a little too much for level 1 and 2 I feel. Nothing at that level has spell resistance, and since you'll be doing 26.25 damage over 7.5 rounds on average, barring the leaving you with 1 hp, this is pretty much an unavoidable oneshot at those levels. With this spell, a fresh level 1 wizard and a level 1 rogue could probably beat the majority of CR5 monsters that don't have fast healing by just using power word pain, kiting it till it reaches 1 hp, and then cherry tapping it for one point of damage with like a bow or a caltrop to finish it off.
