Medium and Heavy

"When wearing a scrap plate you take penalties as if you wearing heavy armor and your speed is reduced as if you wearing heavy armor."

Does this mean you actually require Heavy Armor Prof to wear this, and if so, why isn't it just Heavy Armor?
