While hardly amazing by any standard, Lay on Hands is still useful to have. A full round action isn't a big deal (a 1 round action would be a bigger deal) since using a standard to heal is "you're still not acting this round" anyway. Overall, I like this article.

Are you sure it's Low?
While hardly amazing by any standard, Lay on Hands is still useful to have. A full round action isn't a big deal (a 1 round action would be a bigger deal) since using a standard to heal is "you're still not acting this round" anyway. And the no undead harming is a nerf but not really a big one, it's better used as healing anyway.
