Introduction

Scavenges unused party magic to persistent buff entire party at lvl 12 while being helpful during the day even at lower lvls

Races of the Dragon Arguable since the feat used, Practical Metamagic, has nothing to do with dragons. This is under powered to have ANY dragon requirement, the only plausible reason is to sell more damned $30 books! Any reasonable GM would recognize this and drop the subtype requirement.
