::Many of the plugins let you filter by fairly complex combinations of categories, so perhaps that is best approach. If a website's frontpage displays regularly updated new content, googlebot is much like likely to begin to distribute the site more widely and on mobile devices as well, compared to as site that is considered to be fairly static. :::[[User:Surgo/Sandbox]] should do what you want, or is at least a reasonable approximation (there's no human interaction so "presentable" can't really be judged). You'll need to update the DynamicPageList extension to [https://www.mediawiki.org/wiki/Extension:DynamicPageList3 this] though, and remove the old versions.
