Paragon balance points

Arcadia: Low-med

Celestia: low

Bytopia: high-vh

Beastlands: high-Vh-bullshit (makes even intelligent magical beasts at least neutral)

Arborea: H

Bytopia VH wut? Beastland is bullshit? Flight at 16th is high-VH now? Also remember, magical beasts are usually intelligent and thus they are much more likely to be provoked.
