It just better Improved Initiative, there no downside since it min capped at +4, so even if someone outsmart you and deal you a shitton of ability penalty to the right score you are still ahead.

Since it min-capped you don't even need to invest into the stat. You can just keep it at 12 and wait to item boost it or something later on.

So yeah Improved Initiative+ with no drawbacks or investment needed.

Scaling Danger

Oddly enough this feat get exponentially more dangerous the higher balance level you go. In low balance games not only is initiatives less important, but the numbers are lower. While in high level games where initiative is life or death, the numbers are often much bigger as well.

Maybe too big.
