This is incredibly boring, especially compared to any of the other "you become a dragon" classes on the wiki.

I'm not an expert with wizard-level stuff, but this seems below the bar. In fact, the only reason I can see that this class would be wizard-level is just because it it placed in a system with other wizard-level stuff (like combat feats). And that isn't a really good reason. I've read the page this comes from and I understand the idea of turning monsters into classes with LA +0 races. That's a fine idea. This class, however, just doesn't have much cool uniqueness going for it.

Like Aarnott, I'm not sure this is up to par. While I understand its job is to create monsters rather than PCs, the Tome paradigm is that both should be playable. This has very little to contribute to a combat (or hell, anything) which isn't 'hit it very hard'. Thus, I think it doesn't really do what it's meant to.
