The damage isn't too extreme, the area isn't too extreme, and the effect is good. Even if they save you still get some damage. I approve.

One thing, it says its a Corrupt spell but doesn't have any corruption cost. Doesn't that make it not a Corrupt spell?

It's a VH balance spell that brings slow into the low level game. And that makes me happy, as it always seemed one of the underused debuffs.

A 1st level AoE spell that fits the "Very High" power range, but doesn't completely trivialize an encounter? Fantastic! It's nice to see spells people might pick over Sleep or Color Spray without feeling like they made a suboptimal choice, but also allowing their allies to do stuff too.
