Prereqs[edit]
New Orders doesn't technically come online until rank 8, so while you could attempt it with the 6+ set as the prereq here you'd do it with a -15 penalty. Setting it to rank 8 makes more sense, but since it's an expansion of an existing ability moving it to rank 10 actually sounds like a better call to me.
