Balance?
ACFs for wizard are hard, being strong, so ACFs either end up weaker or stronger often. I think I've made an even trade (in practice, no wizard would be provoking for casting in the first place, while losing the ability to cast is a bigger threat), but free Still is useful for gishes. The skill increase is mostly gravy. inb4 muh UMD, the idea is to promote magic item use since the flavor is everything it uses is magic items.
