Most PCs can't afford this until 10th level, which seems about right for it's power level. I approve of items that are cool-looking and slightly non-traditonal rather than, say spending your gold on another boring +1 to your weapon. So I approve of this.

Counter-Price[edit]

On the subject of price, the typical rule of thumb is that the cost of a feat is generally 10k, barring any particular pre-reqs and adjusting for the value of the feat (some going for quite cheap, such as getting Run from the Panther Mask for only 2700gp plus goodies). In particular, the skirmisher scarf has an effect rather close to the Improved Skirmish feat, close enough to call it equal to the feat. Therefore, it is 10k. At 50k, it would have to stand up with things like +5 weapons and other late game items. Yet it's effect is closer to a +3 weapon (think of it, a Flaming Frost sword +1 is 2d6 damage, we'll trade it's elemental out for the movement requirement (killing the ever-important full attack) and the +1 and probably close enough to the +2 AC not to worry). That would put it at 18k, but as before I find it much more comparable and elegant to the acquisition of a feat.

Rather than comparing it to a feat, I'd prefer to compare it to other items. The one I'm thinking of is Bracers of the Hunter (Secrets of Xen'drik) that gives +1d6 sneak attack (comparable to +1d6/+1 bonus from skirmish), and that costs 8.5k. It gets a few more bonuses, so let's be generous and say that just sneak attack is worth 4k. Since bonuses cost exponentially rather than additively, I think just the skirmish bonuses alone are with 16k. Add on the speed bonus, and you get around 20k total.
