The best way I can think of describing what I had in mind is turning a modern handgun into a blunderbuss. Both'll still kill you, but the blunderbuss will need time to reload. While I do like this for attempting to make spellcasting per encounter (and for its ratios, is surprisingly similar to my own recharging PP variant), this doesn't actually change how powerful spellcasting is. Wizards can still do a quickened + high level spell in the first round of the encounter and for the most part decide the entire shape of the encounter.
