:::::: Then put it at Very High balance rating. Tome characters are VH, not H in balance. That would fix it and take care of my original concern entirely, allowing you to re-make it permanent.

:::::::And if it is going to be VH, I'd consider just making it usable at will (but still require an action to activate like the spell).
