On the one hand, this is basically a fire shield rip without the somewhat inconsequential damage cap. It has a shorter duration, no selectivity, and less complete protection than protection from energy, which Cid put at 2 in his protection domain. On the other, this has offensive applications and could potentially block a lot more damage in that short period. So I'm not sure it's a good 2, but it's probably not a good 3 either.
