I have too little experience in psionics in general to give an enlightened opinion, but it all sounds like a very neat idea! That, plus the variant which allows you to manifest 0-level powers by expending your psionic focus, but not points, would allow a psionic character to be much more on par with an arcane caster, it seems. Very interesting indeed, especially since the character will still have to expend power points in order to augment his powers and stay relevant in a combat context. Seems like you got it all covered.
