This artifact allows the user to interact finely with the threads of magic. They can counterspell (as the [[Better Counterspelling (3.5e Variant Rule)|Better Counterspelling]] variant) any magic to which they have line of sight (such an action requires an AoO as normal). They can also end any persistent magic effect by making a regular attack against it. The AC of any magic effects is equal to the DC of its save (or the DC it would have if it allowed a save).
This weapon's bonus to hit and damage is based on [[SRD:Intelligence|Intelligence]] or [[SRD:Charisma|Charisma]] (whichever is higher), not [[SRD:Strength|Strength]]. Whenever it strikes a creature, it automatically casts ''[[SRD:Greater Dispel Magic|greater dispel magic]]'' on the creature (caster level equal to the user's).
