Cheerful Chimes dislike combat — it goes against their nature, and they're not particularly good at it, either.

Skills: A Cheerful Chime takes a −8 racial penalty on Move Silently checks.

Soothing Melody (Ex): A Cheerful Chime constantly makes pleasant sounds as it moves. All creatures that can hear the Cheerful Chime (other than the Cheerful Chime itself) take a −1 morale penalty on attack rolls, as it's hard for them to muster up enough aggression to fight, but gain a +1 morale bonus to saving throws, as the pleasant melody encourages them to power through adverse conditions.
