A thing that I don't like or understand are the requirements: the minimum of 13 for three separate mental attributes seems unnecessary. I like this as well, though it's less impressive than the others, but I'd say that it's more of a Low feat than Moderate (Could be moderate if it gave friendlier starting of attitude with creatures of the area)
