"While intoxication was never well designed in the first place" implies you had an approximate idea of what it was supposed to do? If that's the case and you've got your notes for it then I can try to use that as a baseline. But yeah, summon beer elemental just really requires a beer elemental statblock. Summon beer elemental and intoxication don't seem to exist. Not sure if you intended to write them or not. If not, may I suggest illusory feast at 5th and waves of exhaustion at 7th?
