Honestly, the only reason this is not at a higher rating is the April Fools tag. The April Fools tag has the habit of dissuading GMs from allowing the spell.

From the standpoint of mechanics: others might be in the opinion that there should be some type of limiter of how many creeps vs. per creep, for example: 20HD of creeps, but creeps are always at least 5HD weaker than the victim. (And the horde regenerating is fine, perhaps it regenerates after two days (creeps need to be born…or do they?).) The many manners that you give to dispel this justify not having a saving throw.
