| A sensible enough variant rule. This might go up to a Like if a major issue is rectified: Right now it's possible for a party to be incapable of ever leveling under these rules. It's possible for groups (and individuals) to not have any goals. If the group (or enough individuals, although that would be much more unlikely) didn't have any goals, they would be stuck by these rules. |
