I actually meant for them to have both. I watched checked out some different sources¹, as they are stated to be able to fly and swim. Plus, in the movie they are shown flying (but not for very long distances or very well).
Is it okay to post links to resources? I don't want to get into any trouble here.
¹ It's on wookiepedia (just search porg), and I can't directly link the source site.
