Overpowered

This is actually an SRD epic feat. [1]
There's versions for every ability score. Basically, you've just made an epic feat non-epic.

I'd never waste an epic feat on those SRD epic feats personally. Fighter level seems a bit low though, but it is only a +1 improvement to a stat...

Comparing it to other feats (such as Improved Initiative and the Reflex +2 feat) though seems to show that the level is about right;
