I really want to like this spell, since it is both rather unique and extremely useful. However, "effect displacement" is just too consistently good. As is, it can easily function as a no-CL-check dispel, allowing any 6th level Sorcerer to effortlessly bypass just about any magical obstacle, remove long-lasting protective enchantments, or turn high-level magic spells back on their caster. I highly recommend adding a CL check for that ability.

Edit: Also, it doesn't have any sort of size or weight limit for the other abilities. Is this really supposed to be able to transport, say, an entire wagon full of stuff right-off-the-bat?

I have to agree with TheDarkWad. Hijacking your opponents spells without even an opposed roll is insane.
