As a Daily with a -4 to hit, this power is likely to be quite disappointing most of the times you use it, especially given that 4e monsters have ACs that generally scale at least as well as PC attacks do. Unless you use some stupid combination of things to get a massive bonus to attack somehow. Then this power changes from anticlimactically weak, to likely anticlimactically good at defeating every serious boss you encounter. This would work better as an encounter power, especially if the attack penalty was cumulative.
