Cover against everyone? It's a ranged attack and reflex save bonus that stacks with other 1st level options, and that's not bad. But it also has some weird interactions that may not be intended. Cover denies foes AoOs against you, so it's a reasonably solid melee buff on its own at this level. It also allows you to make hide checks, unless you count as being "observed", which should probably be clarified.
