|reason=You begin your wizard level play by casting a cantrip a few times a day, and maybe hiding in some mist. That upgrades to actual fog in a couple of levels. And then you get to do wind wall and lightning bolt, and you still suck. But at 7th level you get solid fog, and have a single trick to use repeatedly get you through the day. After that you get a few things that are sort of useful, but it's so strictly limited and delayed that I barely care. And those limits mean that you only ever get a total of 22 powers to pick your 21 options from.
