A sensible enough variant rule. This might go up to a Like if a major issue is rectified: Right now it's possible for a party to be incapable of ever leveling under these rules. It's possible for groups (and individuals) to not have any goals. If the group (or enough individuals, although that would be much more unlikely) didn't have any goals, they would be stuck by these rules.


I see three possible causes for 0 goals, and likely solutions for two of them.


Cause 1: Extremely low Charisma.

Solution 1: Increasing the max to 6+ Cha would fix that.


Cause 2: Inability to agree on a goal.

Solution 2: Have the GM assign an additional goal regardless of agreement.


Cause 3: Lack of interest in leveling up.
