- Only if you had the appropriate multiweapon fighting featage, otherwise this would be like TWF otherwise, aka a full attack + 1 more from your second weapon... third weapon... forth weapon.

- I'm gonna call that fluff wording muddling with the crunch. Since it says "as if you were using your off hand" I would assume it means that, 1/2 str and with normal TWF penalties. I think he means to suggest you don't take any further penalties for the additional weaponry, and it's just like normally using TWF.
