Too Low Level?

The summon monster spells aren't particularly awesome and many options are probably under powered (IMO), but I think this swings too far in the other direction. You could cast summon monster 3 at the same spell level and get 1 small elemental (a bad call) or a CR 3 hell hound (probably a better call), or you could cast this and get 7 (2 + your 5th level casterness) with an EL of almost 5 for twice as long (assuming you can concentrate). That's at least twice as good as the SRD option, and the EL boost you get from this is roughly equivalent to adding a full party member.

The Ice only thing and the concentration duration make it a bit more restrictive than the summon monster options, but the EL you get with it feels high for the level anyway. Bumping it to a level 4 spell means you still add an approx EL 5 group (9 CR 1s instead of 7, so a bit higher than 5 instead of a bit lower) when you cast it, but it's more like getting a cohort than a full extra party member. It's still better than the summon monster option at that level, since you can only get 1d4+1 creatures with that one, but it looks more in line with spell power to me there. - Tarkisflux Talk 04:11, 21 September 2011 (UTC)
