A Saiyan Warrior with the Power Ball ability has learned the technique of placing a ball of special ki energy stationary into the stratosphere where it can reflect sunlight at just the right wavelength to produce the kind of light that is created when the suns rays bounce off the full moon.
Doing this causes any creature with a lycanthrope template to undergo all normal rules for transformations, regardless of the actual lunar cycle and regardless of the day/night cycle. The ball of ki lasts for 8 hours or until destroyed or dismissed by the Saiyan Warrior.
