{{rating|rater=Aarnott|rating=neither|reason=The 1d6 Constitution drain and waves of exhaustion bring this monster far over the top. Its average damage, if you include the Con damage, is 38.5. A +6 Con CR 7 barbarian will be killed in 3 hits. The exhaustion manages to knock down the AC and make running almost impossible (With a DC 22 it is likely to happen). And, given their 5 Int, the vampiric touch allows them to make use of bats of rats (so to speak) and come back at full hp for another harass. While draining Con means the character can't recover even though the monster can.
All-in-all, I'd only consider this a "like" if it was intended to '''only''' be facing wizard-level characters. Otherwise, it is going to tear any rogue-level or lesser character to shreds. My rule of thumb is that if you are going to make a monster that is specific to a balance level, you should probably tag it as such. And after that mini-rant, I should say, I do otherwise like it.}}
