Your ability scores even out when possible. You may subtract an ability bonus to raise an ability penalty until you have a +0. For example, an elf's +2 Dex/-2 Con becomes +0 for all scores. A warforged kobold's -4 Str/+2 Dex/-2 Con/can get either -2 WisStr/-2 Cha can remove Wis Con or Cha -4 Str by negating his Con its Dex bonus.
