::Ok, I have an idea I got while looking at [[SRD:Legend Lore]] and [[SRD:Vision]]. So it's like this... 1/week (no need to make this a year, it renders the feat practically wasted with that duration) you can correctly recall someone who fits your needs. So like "I need a guy who sells pepperoni sticks" and you know without fail the closest pepperoni stick salesman. This way the DM has control over the NPCs involved and there is the off chance that you are asking for something impossible. "Turns out there ISN'T anyone capable of arm wrestling Cuthulhu to the ground". You can choose to be wasted or let them try again, that part is mostly irrelevant.
 
::In addition this means that "closest valid person" is both not always friendly, nor are they close. "Yes, you know a guy who sells pepperoni sticks... in the Far Realm, and he's insane, and also a lich. Good luck, but you know how to find him."
