Alright, so this is actually a straight boost from Beguiling Influence but... I still like this one because the extra powers it grants are A) not actually that big of a deal and B) actually quite flavorful. Consider the following: the point of Beguiling Influence is, well, to beguile. Hence the bonuses in the skills that there is. Therefore both the lying aspect and the fascination aspect play directly into that. That's synergy baby. The suppress-to-counter is just gravy there.
